South Coast Referee Association
Message from the President, Ken Bruette
January 2007

Let me start off by wishing everyone a healthy and prosperous New Year.

I just got back from the CYSA- South State Cup Meeting and have lots of information to pass on. As most you already know, the State and National Cup Tournament administered by Cal South is the most prestigious Tournament in all of Southern California. To that end, all Referees assigned games by SCRA are held to highest levels of professionalism with proper uniform dress and interaction with players, coaches, spectators and Tournament officials. To be considered for State/National Cup games, you must have:
· At least 3 different colored jerseys (Youth Referees, please note SCRA reimburses you for 50% of the cost of alternate colored jerseys with a credit to your account)
· Black or predominantly black shoes
· All black Referee shorts that are above the knee
· At least a long sleeve yellow jersey for games in the colder weather (all 3 Referees must be dressed identical = there is no mix & match of short and long sleeve jerseys)
· A commitment to be at the Referee Check-in Tent at least 30 minutes before game time. This does not mean pulling off the Freeway exit ramp as most venues have a 10 minute walk.

SCRA has an excellent reputation with CYSA-South due to our high levels of professionalism and punctuality. This means when there are additional games available, we can get first option on them and also some of the higher level single elimination rounds of competition.

This year, the competition starts on Sat, 02-03-07 and for us, ends in May. The field locations for us will likely be:
· Temecula
· San Bernardino
· Rancho Capistrano
· Lancaster

Like last year, assignments for games at Rancho Capistrano will be given to those Referees willing to travel to Temecula, San Bernardino or Lancaster.

For any players Sent-off with a red card (either straight red or 2nd yellow), the Player ID card must be turned in to the Tournament officials. A supplemental game report must also be completed for any straight reds.

Perhaps one of the best items I can report to you is that the Referees received a pay raise! We are now paid $1.40/minute versus $1.20/minute last year. Some of the older National Cup games pay even higher. A new fee distribution chart will be published shortly and will also be posted on our website.

A State Cup gasoline reimbursement program was also approved that is very similar to what SCRA did last year. Three people must carpool. If the round trip distance traveled is at least 100 miles, but less than 200, a $25 gas gift card will given to the driver by the Referee Coordinator at the field. If the round trip distance is 200 or more, a $50 gas gift card will be provided. This means Temecula and San Bernardino will get $25; Lancaster $50, but Rancho Capistrano zero.

FYI, for non-State/National Cup games/tournaments in Temecula and San Bernardino, SCRA will still continue to provide a $25 credit for car-pool drivers with at least two people in the car. The driver should send an e-mail to SCRAtreasurer@cox.net to receive this reimbursement.

All black hats were approved for use by Asst Referees only. The hats can have no logos nor be anything less then new looking. To that end, the CYSA-South organization will have all black hats available for purchase at the T-Shirt vendor tent so that there is no issue with the consistency on this. SCRA can have no problems or issues with this or the wearing of hats may be withdrawn (spend the $10 so there?s no question). Sunglasses are also not allowed.

Thanks for all your help in 2006 and we are looking forward to a great 2007.
